Abstract:
The construction of digital villages plays a significant role in promoting rural revitalization and the development of a digital China. However, technological applications remain inadequately regulated, and there is a certain gap in the alignment between technology and organizations, which can easily lead to formalism issues and hinder the progress of digital villages. Based on a review of existing research and observation of practical cases, this study attempts to establish a "technology-organization" analytical framework to examine the generative logic of formalism in digital village construction. The research suggests that the interaction and alienation between technology and organizations can impact grassroots cadres, thereby triggering dual negative effects of technological rigidity on organizational flexibility and organizational rigidity on technological adaptability, ultimately fostering formalism. To mitigate formalism in digital village development, it is essential to adjust the balance of governance pressure, accelerate the integration of technological value rationality, and promote the realignment of organizational concepts and behavioral reshaping. By continuously advancing contextual technological application and organizational restructuring, a positive mutual construction between technology and organizations can be achieved, effectively addressing formalism at its root in digital village development.
